Hi,
I just had a small talk to Stucki and now TYPO3 4.0 is officially released! Read the offical announcement on TYPO3.org.
The packages can be download on sourceforge.net.
I will create the new documentation very soon and test the final version the next days.
Here is a short list new features

Compatibility mode (compatVersion)
On TYPO3.org you can read an article with all changes and improvements that are in the 4.0 final.

only some bugfixes I think but read the blog-item above (TYPO3 4.0 doxygen documentation and Changelog).
