First Install-Tool code

Hi,

today I checked in the first basic code to the new Install-Tool repository. Currently the code is very basic and don't do anything useful. But feel free to download it from TYPO3xdev and have a look at it. Maybe you can give me some hints or you just see the code evolving. ;-)
